When students are given a highlighter and asked to track their thinking in a text, they tend to paint with broad strokes. Teach them to replace highlighting with whylighting. Show them the importance of marking key words and phrases intentionally and then noting their thinking beside the text. This type of annotating allows them to return to their whylights and know what to write based on their notes.
